About the Project

The United States Agency for International Development (USAID) awarded the Investing in Sustainability and Partnerships for Inclusive Growth and Regenerative Ecosystems “INSPIRE” Project to the Gerry Roxas Foundation on September 14, 2021.  INSPIRE is a five-year project that aims to contribute to NRSG’s goal of advancing natural resource resilience, security, and governance through the increased participation and critical engagement of CSOs, media, Indigenous Peoples (IPs), local communities, and the private sector.

About the Post

The Technical Monitoring Officer (TMO) will work as part of the INSPIRE technical team to support attendant activities in assigned tasks and responsibilities and/or project sites. The TMO will conduct regular monitoring of activity plans and deliverables of INSPIRE grantees, serving as the first line of review of grantee technical outputs. The TMO will proactively provide technical assistance to grantees and facilitate actions for the timely completion of deliverables and knowledge products as part of their work plan implementation.

Duties and Responsibilities

Specifically, the TMO performs the following functions:

  1. Undertake periodic monitoring and field validation of the progress of grantee activities and outputs against plans and targets, particularly those that can potentially contribute to critical project indicators. Discuss urgent concerns and performance variances that require immediate action from the grantee and/or INSPIRE.
  2. Compile, integrate, and assist in the analysis of biodiversity assessment data and related research and documentation by grantees/partners and prepare a consolidated or compiled biodiversity report for INSPIRE sites.
  3. Review policies, resource management plans, and knowledge products resulting from project initiatives and document how science-based information and new/improved methods and tools developed or generated through project initiatives are being used in policy and decision-making, and design of conservation and climate actions. Recommend actions by grantees and concerned stakeholders to improve the use, storage, and updating of information resources so these inform conservation and resource management plans and policies.
  4. Consolidate, document, and validate reported initiatives and contributions of the project to national programs and plans for improved management of protected areas (terrestrial and marine), development of local conservation areas, Indigenous community conserved areas and territories, and OECMs with the 30 x 30 targets, forest land restoration, species conservation, and combatting wildlife trade, among others.
  5. Assist in the provision of timely and quality inputs to INSPIRE’s weekly reports, annual work plans, quarterly/annual reports, and other submissions required by USAID.
  6. Perform other functions as may be required by the Biodiversity and Sustainable Landscape Specialist or the Chief of Party.

Qualifications

  • Bachelor or advanced degree in natural science (forestry, biology, ecology, wildlife), environmental science, development studies, or related discipline;
  • Minimum of five (5) years of relevant experience in natural resources or environment-related projects focusing on biodiversity or nature conservation and resource management and governance;
  • Strong knowledge of relevant national policies, priority programs, resource assessment, and management effectiveness frameworks, and the problems and challenges on biodiversity conservation, natural resources protection and management;
  • Knowledge and experience in biodiversity resource assessments, socio-economic assessments, natural resource management or conservation planning, and program/project evaluation, including the use of relevant methods, processes, and tools.
  • With significant experience in the actual writing or preparation of technical reports, knowledge products, and/or review of policies, management programs, and plans.
  • With good communication, documentation, and reporting skills, both oral and written.
