About the Project

The United States Agency for International Development (USAID) awarded the Investing in Sustainability and Partnerships for Inclusive Growth and Regenerative Ecosystems “INSPIRE” Project to the Gerry Roxas Foundation on September 14, 2021.  INSPIRE is a five-year project that aims to contribute to NRSG’s goal of advancing natural resource resilience, security, and governance through the increased participation and critical engagement of CSOs, media, Indigenous Peoples (IPs), local communities, and the private sector.

About the Post

The Audit and Compliance Specialist works closely with the Senior Financial Management & Compliance Specialist (SFMCS) in preparing and tracking the financial performance of grantees.

Duties and Responsibilities

Specifically, the Audit and Compliance Specialist performs the following functions:

  1. Review compliance and timeliness of implementation of the grantee close-out plan and final activity completion plan of grantees scheduled for close-out;
  2. Prepare monthly updates to highlight issues and problems in the implementation of close-out plans;
  3. Closely monitor the status of grantee close-out performance and provide regular updates to the Technical, Grants, Financial, and Admin Team;
  4. Review final financial report and accountability of grantees subject to adjustments in the project books;
  5. Assist in the solicitation and selection of the audit firm and the execution of the audit program;
  6. Responsible for the monitoring of compliance with the audit recommendations leading to the resolution and closure;
  7. Coordinate and facilitate requirements for the annual institutional audit and project recipient contracted audit (RCA);
  8. 8. Ensure that a clear audit trail is in place, particularly for close-out review and recipient contracted audit (RCA);
  9. Conduct compliance check visits in all grantee field offices to ensure that all Corrective Action Plans (CAP) were met;
  10. 10. Serve as alternate quality assurance reviewer/verify of all financial transactions and reports; and
  11. Perform other tasks as may be required by the Senior Financial Management & Compliance Specialist (SFMCS).

Qualifications

  • With a Bachelor’s degree in Accountancy, preferably a Certified Public Account (CPA);
  • Minimum of five (5) years relevant experience and knowledge of USAID programmatic financial compliance, audit, and reporting procedure is preferred;
  • Well-developed keyboard and computer skills with advanced working knowledge of MS Office, internet, and email applications; and
  • Strong analytical and communication skills and ability to work well under pressure.
